Meeting Agenda


The City Council of the City of Coleman, Texas will meet in session on Thursday, September 3, 2020 at 5:15 p.m. in the Council Chambers of City Hall, 200 West Liveoak, Coleman,  Texas.  All items on the agenda are for possible discussion and action. Council may vote  and/or act  upon each of the items listed on this Agenda. One agenda item will be discussed at a time, in the order determined by the Mayor, unless logic and practical considerations allow similar topics to be considered together for purposes of convenience and efficiency. Consent  items  are considered to be non-controversial and will be voted on in one motion unless a council member asks for separate discussion. The City Council of the City of Coleman, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.


1.     Call to Order, Invocation, and Pledge of Allegiance to the Flags of the United States of America and the State of Texas.


2.     Introductions, Announcements, and Recognitions


3.     Items to be withdrawn


4.     Citizen Presentations: Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. Presentations are subject to five (5) minutes for items not on the agenda. If you wish to speak to an item on the agenda, you will be allowed to speak when the council addresses the item. There is a (3) minute time limit for  items  on  the agenda The presiding officer (with the consent of a majority of the City Council) may grant additional time. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council, that each person submit a Speaker Request Form stating your name, address, and topic of presentation. The form is located at the entryway to Council Chambers.


5.     Discuss, consider, and act upon the approval of minutes for the City of Coleman Council Meetings held on August 20, 2020.


6.     Hear requests from the City Council for future agenda items.


 7.     Hear presentation from the Coleman County Chamber of Commerce Agriculture  and Tourism Bureau to: a) discuss, consider, and act upon the submission of the Chamber's 2020/2021 Annual Budget and Marketing Plan addressing the planned use of Hotel Occupancy Tax and the expenditure of Hotel Occupancy Tax remitted to the Chamber, and

b) receive progress report from the Chamber regarding the audit of expenditures of Hotel Occupancy Taxes remitted to the Chamber pursuant to Terms outlined in the Management Agreement between the City of Coleman and the Chamber of Commerce.


8.     The City Council shall conduct a public hearing on the proposed property tax rate for tax  year 2020 to receive input from the public. Council will take a vote to approve the proposed property tax rate for tax year 2020. The vote on the final approved tax rate for tax year 2020 will be taken on September 17, 2020.


9.     Discuss, consider, and act upon a Resolution of the City of Coleman authorizing the expenditure of funds of $35,000 from the Type A - CEDC and $35,000 from the Type B - CCC to be used by the City of Coleman as a match for the Texas Community Block Grant Program Application to the Texas Department of Agriculture for the Downtown Revitalization Program Fund, if awarded, for the construction of sidewalks in the Downtown Business District.


10.  Discuss, consider, and act upon a Resolution of the City of Coleman authorizing the expenditure of funds of $10,000 from the Type A - CEDC and $10,000 from the Type B - CCC to be used by the City of Coleman for the demolition, removal, and cleanup of properties inside the city limits.


11.  The City Council may enter Executive Session to discuss the following pursuant to:

A. Government CodeĀ§ 551.074 (Personnel Matters) to discuss personnel changes, including abolishment of key positions and redistribution of those duties.


12.  Upon returning to open session, the City Council may take whatever actions as they may deem appropriate regarding items discussed in Executive Session including:

A. Discuss, consider, and act upon changes to the Organizational Chart of the City of Coleman to provide for more uniform enforcement of services, distribution of work, and establishment and/or abolishment of positions budgeted for FY 2021.


13.  Discussion regarding the Fiscal Year 2019-2020 Revised City of Coleman Budget and Fiscal Year 2020-2021 Proposed City of Coleman Budget.


14.  Discuss, consider, and act upon approving the expenditure of CARES Act funds to: a) purchase software and equipment for the City of Coleman and b) establishing a COVID-19 Contact Tracing Program and Response Team.


15.  Discuss, consider, and possible action upon a resolution regarding a financing agreement for the purpose of procuring police vehicles and related equipment.

16.  Hear presentation from Chief Anthony Smith and delivery of written report to the Council regarding the plan of action for mitigating overtime in the Police Department Budget.


17.  Receive update regarding the progress of the Departmental Assessments of the Coleman Police Department and Fire Department and discuss, consider, and take any possible action regarding the Assessments.


18.  Adjournment

Liveoak, Coleman Texas, and on the City of Coleman internet website on Monday, August 31, 2020 at 5:00 p.m. and remained so posted continuously for at least seventy-two (72) hours preceding  the scheduled time of said meeting. I further certify that the media was properly notified. A list of those notified will be available upon request.
