CITY COUNCIL MEETING
Meeting Agenda The City
Council of the City of Coleman, Texas will meet in session on Thursday,
February 4, 2021 at 5:15 p.m. in the Council Chambers of City Hall, 200 West
Liveoak, Coleman, Texas. Due to
COVID-19: The CDC, Governor Abbott and other governmental agencies continue to
urge social distancing. The City of Coleman Council Meeting will be limited to
no more than twenty (20) persons in attendance, which includes Council Members,
and City Staff. This will result in limited seating for the general public. If
you must attend the meeting in person, you are highly encouraged to wear a
covering over your nose and mouth. You may also watch the meeting from your
computer, tablet or smartphone at: http://cityofco lemantx.us/meetings/ or https://facebook.com/CityofColemanTX/. Members
of the public may submit comments to the Council via email to council@cityofcolemantx.us. Emails will continue to be received
until 4:00 p.m. on the day of the meeting. All items on the agenda
are for possible discussion and action. Council may vote and/or act upon each of the items listed on this
Agenda. One agenda item will be discussed at a time, in the order determined by
the Mayor, unless logic and practical considerations allow similar topics to be
considered together for purposes of convenience and efficiency. Consent items are considered to be non-controversial and
will be voted on in one motion unless a council member asks for separate
discussion. The City Council of the City of Coleman, Texas, reserves the right
to meet in closed, executive session on any of the items listed below should
the need arise and if authorized by Title 5, Chapter 551, of the Texas
Government Code. 1. Call to Order, Invocation, and Pledge of Allegiance to the
Flags of the United States of America and the State of Texas. 2.
Introductions, Announcements, and Recognitions •
Presentation of City of Coleman
Service Awards for 2020 3.
Items to be withdrawn 4.
Citizen
Presentations: Any citizen who desires to address the City Council on a matter
not included on the agenda may do so at this time. The City Council may not
deliberate on items City Council Agenda
February 4, 2021 Page 1 of4 presented under this agenda item. Presentations are
subject to five (5) minutes for items not on the agenda. If
you wish to speak to an item on the agenda,
you will be allowed to speak when the council addresses the item. There is a
(3) minute time limit for items on
the agenda. The presiding officer (with
the consent of a majority of the City Council) may grant additional time. To
comply with the provisions of the Open Meetings Act, the Council respectfully
requests that prior to addressing Council, that each person submit a Speaker
Request Form stating your name, address, and topic of presentation. The form is
located at the entryway to Council Chambers.
5 Discuss, consider, and act upon the approval
of minutes for the City of Coleman Council Meetings held on January 21, 2021. 6.
Hear requests from the City Council for future agenda items. 7.
Hear update from Fire Chief/Emergency
Management Coordinator Jimmy Watson regarding COVID-19. 8.
Discuss, consider, and act upon the
second reading of a Resolution of the City of Coleman adopting a project for
the Coleman Economic Development Corporation (CEDC) and the Coleman Community
Coalition (CCC) to provide funds to the City of Coleman in the amount of
$20,000; with $10,000 funded from the CEDC, a Type A - EDC, and $10,000 funded from the CCC, a Type B - EDC, for the
purchase of playground equipment and
improvements to Mills Park. 9.
Discuss, consider, and act upon the
second reading of a Resolution of the City of Coleman approving and authorizing
a project to provide two loans to Cattle Drive Cafe Coleman, LLC in the amount
of $160,000; with $80,000 funded from the
Coleman Economic Development Corporation (Type A - EDC) and $80,000 funded from
the Coleman Community Coalition (Type B - EDC). 10. Discuss,
consider, and act upon a resolution adopting policies in connection with 2020
Texas Community Development Block Grant Program (TxCDBG). 11.
Discuss, consider, and act upon a
resolution designating authorized signatories
for contractual documents and documents for requesting funds pertaining
to 2020 Texas Community Development Block Grant Program (TxCDBG) grant contract
no. 7220032. 12.
Discuss, consider, and act upon a
Resolution of the City of Coleman awarding a contract for
Administrative/Planning Services for the 21/22 Texas Community Development
Block Grant Program - Community Development Fund. 13.
Discuss, consider, and act upon a contract
for election services between the Office of the Coleman County Elections
Administrator and the City of Coleman. 14.
Hear presentation regarding Texas Parks & Wildlife
State Largemouth Bass Conservation License Plate Program and discuss, consider,
and act upon authorizing the city manager to submit a project application for
the use of grant funds from TPW for access enhancements to Memory Lake. 15.
The City Council may enter Executive
Session to discuss the following pursuant to: A.
Government Code§551.071 (Consultation with Attorney)
discussion with City Attorney regarding management agreement between the City
of Coleman and Coleman County Chamber of Commerce. B.
Government
Code§551.071 (Consultation with Attorney) and §551.072 (Deliberations about
Real Property) to secure legal advice and counsel from City Attorney regarding
a property located within the city limits and to deliberate the purchase and
value of the property. C.
Government Code§ 551.074 (Personnel Matters) to discuss updates
on searches for police
chief and finance director and personnel changes to include distribution of duties. 16.
Upon returning to
open session, the City Council may take whatever actions as they may deem
appropriate regarding items discussed in Executive Session including: A.
Discuss, consider,
and act upon the management agreement between the City of Coleman and the Coleman
County Chamber of Commerce B.
Discuss, consider,
and act upon authorizing the City Manager to begin negotiations for the
purchase of land and buildings. C.
Receive update from
City Manager regarding the recruitment and search process for Executive Level
positions in the City of Coleman. 17.
