Meeting Agenda The
City Council of the City of Coleman,
Texas will meet in session
on Thursday, April 21, 2022
at 5:15 p.m. in the Council Chambers of City Hall, 200 West Liveoak, Coleman, Texas. All items on the agenda are for possible discussion
and action. Council may vote and/or
act upon each of the items listed on
this Agenda. One agenda item will be
discussed at a time, in the order determined
by the Mayor, unless logic and practical considerations allow similar topics to
be considered together for purposes
of convenience and efficiency. Consent items are considered to be
non-controversial and will be voted on in one motion unless a council member
asks for separate discussion. The City Council of the City of
Coleman, Texas, reserves
the right to meet in closed, executive session
on any of the items listed
below should the need arise and if authorized by Title 5,
Chapter 551, of the Texas Government Code. You

Citizen
Presentations: Any citizen who desires to address the City Council on a matter
not included on the agenda may do so
at this time. The City Council may not deliberate on items presented under this agenda item. Presentations are subject to five (5)
minutes for items not on the agenda. If you wish to speak to an item on the
agenda, you will be allowed to speak when the council addresses the item. There is a (3) minute time
limit for items on the agenda. The presiding
officer (with the consent
of a majority
of the City Council)
may grant additional time. To comply with the provisions of the Open Meetings Act, the Council
respectfully requests that prior to
addressing Council, that each person submit a Speaker Request Form stating your name, address, and topic of
presentation. The form is located at the entryway to Council Chambers. 5.
Consider and act upon the approval
of minutes for the City of Coleman Council Meeting
held on March 17, 2022. 6.
Consider and act upon the appointment of Jay L. Moses as the Judge of the Municipal Court for the unexpired term of
the Mayor pursuant
to City of Coleman Charter Section 6.02. 7.
Discuss, consider and act upon authorizing the Mayor to enter into an agreement
with ACE to provide summer session swim programs,
swimming lessons, and family swim nights to meet
the requirements of the Texas ACE Grant Program for the benefit of the school communities. 8.
Discuss, consider,
and act upon a Memorandum of Agreement with Meagan Jackson to provide
an early childhood
swim program for children who are
not yet of age to participate in the ACE Summer Swim Program. 9.
Discuss, consider,
and act upon the second
reading of a Resolution of the City of Coleman approving and authorizing a project
to provide financial incentive to Robert
Williamson in the maximum amount of $225,000, provided that certain job creation
and sales tax requirements are met; with a maximum of
$112,500 funded from the Coleman Economic Development Corporation (Type A - EDC) and a maximum
of $112,500 funded from the
Coleman Community Coalition (Type B - EDC). 10. Discuss, consider, and act upon authorizing the City Manager
to provide for the execution of an
agreement to provide treated water to Mary Lou Taylor-Knox for the property
described as: A0455 W H KING SUR 737,
BLOCK 6, TRACT 2, ACRES 2.00, located at 911 O.D. Lane. 11. Discuss, consider, and act upon authorizing the Mayor to execute a
contract for Ambulance and Emergency
Medical Services with Lifeguard Ambulance Service of Texas on behalf of the City of Coleman, in conjunction with Coleman County and the Coleman County Medical Center. 12. Discuss, consider, and act upon the recommendation of the Planning
and Zoning Commission to amend the official Zoning Map for the property described as
BIG COUNTRY EST ADD TOWN COLEMAN,
BLOCK 1, LOT 29,30, located at 100 Nelda Lane, from A-Agricultural District to Single Family Residential District
- 2. 13. Discuss, consider,
and act upon the recommendation of the Planning
and Zoning Commission to amend the official Zoning Map for the property described as
NOWLIN ADDN TOWN COLEMAN, BLOCK 27, LOT 125X147, LAUNDRY &
MARKET, located at 1001 5th Avenue,
from A -Agricultural District to Single Family Residential District
- 2 to Commercial District
C-1, Light Retail and Neighborhood Services. 14. The City Council may
enter Executive Session to discuss
the following pursuant to: A.
Government Code§551.074 (Personnel Matters)
the City Council may conduct the annual performance review and evaluation
of the City Manager. B.
Government Code §551.071 (Consultation with Attorney), §551.076
(Deliberations regarding security devices or security audits) the City
Council may discuss the safety, security,
and public uses of Lake Scarborough. C.
Government Code
§551.071 (Consultation with Attorney) deliberation regarding subdivision and platting enforcement issues. 15. Upon returning
to open session, the City Council may take whatever
actions as they may deem appropriate regarding
items discussed in Executive
Session including: A.
Discuss, consider,
and act upon annual performance review and evaluation
of the City Manager. B.
Discuss, consider, and act upon authorizing the city manager
to formulate a plan of action to ensure the safety and security of Lake Scarborough. 16. Adjournment Certification
I
certify that the above notice of meeting was posted at City Hall, 200 W.
Liveoak, Coleman Texas, and on the
City of Coleman internet website on Monday, April 18, 2022 at 5:00 p.m. and remained
so posted continuously for at least
seventy-two (72) hours preceding the
scheduled time of said meeting. I further certify that the media was
properly notified. A list of those
notified will be available upon request.
