CITY OF COLEMAN,
TEXAS CITY COUNCIL Meeting Agenda The City Council of the City of Coleman, Texas will meet
in session on Thursday, January 19, 2023, at 5:15 p.m. in the Council Chambers of City Hall, 200 West Liveoak, Coleman, Texas. All items
on the agenda are for possible discussion and action. Council may vote and/or
act upon each of the items listed on this Agenda. One agenda item will be discussed at a
time, in the order determined by the Mayor, unless logic and practical
considerations allow similar topics to be considered together for purposes
of convenience and efficiency. Consent items are considered to be non-controversial and will be voted
on in one motion unless a council
member asks for separate
discussion. The City Council
of the City of Coleman, Texas, reserves the right to meet in
closed, executive session on any of the items
listed below should the need arise
and if authorized by Title 5,
Chapter 551, of the Texas Government

Citizen Presentations: Any citizen who
desires to address the City Council on a matter not included on the agenda may do so at this time. The City
Council may not deliberate on items
presented under this agenda item. Presentations
are subject to five (5) minutes for items not on the agenda. If you
wish to speak to an item on the agenda, you will be allowed to speak when the council addresses the item. There is a (3) minute time limit
for items on the agenda. The presiding officer (with the consent of a majority of the City Council) may grant additional
time. To comply with the provisions of the Open Meetings Act, the Council
respectfully requests that prior to addressing Council, that each person submit
a Speaker Request Form stating your name, address, and topic of presentation.

Consider and act upon the approval of minutes for the City of Coleman
Council Meeting held on January 5,
2023. 6. Discuss,
consider, and act upon the second reading of an Ordinance of the City of
Coleman, Texas amending the comprehensive
Subdivision Ordinance providing
rules and regulations for the platting and subdividing of lands for additions to the City of Coleman;
providing standards and specifications for streets, utilities and other public
improvements; providing for the payment by the subdivider ofinstallation costs of utilities within the subdivision;
providing for the extension of utilities to such subdivisions;
and providing other rules regulating
the platting and subdividing of land
within the City of Coleman. 7.
Discuss, consider, and act upon the
second reading of an Ordinance of the City of Coleman, Texas amending Chapter 2
of the Coleman Code of Ordinances; amending section 2.01.001 definitions;
amending section 2.01.005
to regulate vicious
animals; amending section
2.01.006 to regulate public
nuisance animals; amending
section 2.01.007 to provide for the requirements for a public nuisance
animal; amending section 2.01.008 to provide for an order of removal from the
city if an animal receives a specified number of convictions for certain
offenses; amending section 2.01.009 to provide for authority to impound a
vicious animal or a public nuisance animal; renumbering the existing sections
2.01.006. Ferrets, through
section 2.01.011. Penalty as
follows: sec. 2.01.010. Ferrets; sec. 2.01.011. Defecation of animals on public or private property; sec. 2.01.012. Noise.; sec. 2.01.013.
No feeding of stray animals or
feral cats on public property.; sec. 2.01.014. Exceptions.; and sec. 2.01.015. Penalty.; amending the renumbered 2.01.015 penalty clause
to provide for minimum fines
in the amount of$250.00 for a first
conviction, $350.00 for a second conviction of the same offense, $500.00 for a third
conviction of the same offense; amending section 2.03.001 regulating the
impoundment of animals; repealing all prior ordinances or ordinance provisions in conflict with the provisions of this ordinance; providing
for severability of the provisions of this ordinance; providing an open
meetings clause; and providing for an effective date for this ordinance. 8.
Discuss, consider, and act upon the
second reading of an Ordinance of the City of Coleman, Texas amending and
establishing a fee schedule for certain animal control services. 9.
Discuss, consider and act upon adoption of a resolution calling
for a General Election to elect
member(s) to the City of Coleman City Council; establishing date of election;
designating polling places; providing for early
voting; providing for the appointment of Election Judge(s) and Early Voting
Clerk(s), etc.; authorizing
the City Secretary to publish and/or post Notice
of Election; and resolving other matters incident and related to such
election. 10.
Discuss, consider, and act upon the
approval of a Joint Election
Agreement between the City of
Coleman, and Coleman Independent School District for an election to be held on
May 6, 2023. 11.
Discuss, consider, and act upon a
Resolution of the City of Coleman, Texas authorizing the City Manager to enter
into an agreement with the Texas Department of Transportation to replace or rehabilitate
the Hords Creek Draw bridge
on Brazos Street, Nation Bridge Inventory
(NBI) Structure Number 23042B00030001; requesting a waiver of the local match
fund participation requirements as provided in the provisions of Texas
Administrative Code, Title 43, Section
155.55 (d); and providing for equivalent-match projects
in return for the waiver of the local match fund participation
requirement. 12.
Discuss, consider, and act upon a
Resolution of the City of Coleman, Texas authorizing the City Manager to enter
into an agreement with the Texas Department of Transportation to replace or
rehabilitate the Hords Creek Draw bridge on San Saba Street, Nation Bridge
Inventory (NBI) Structure Number 23042B0038001; requesting a waiver of the
local match fund participation requirements as provided in the provisions of
Texas Administrative Code, Title 43, Section 155.55 (d); and providing for
equivalent-match projects in return for the waiver of the local match fund
participation requirement. 13.
Discuss, consider, and act upon a
Resolution of the City of Coleman, Texas authorizing the City Manager to enter
into an agreement with the Texas Department of Transportation to replace or rehabilitate
the Hords Creek Draw bridge
on Llano Street, Nation Bridge Inventory (NBI) Structure Number
230420B00225001; requesting a waiver of the local match fund participation
requirements as provided in the provisions of Texas Administrative Code, Title 43, Section 155.55; and providing for equivalent-match projects in return
for the waiver of the local
match fund participation requirement. 14.
Hear status
report from the City Manager
regarding the December 2022 Month End
Financial Statement and Summary of Funds and Delivery of Check Registers. 15.
The City Council may enter Executive Session to discuss
the following pursuant
to: A. Government
Code ยง551.071 (Consultation with
Attorney) deliberations regarding the Agreement for Ambulance and Emergency
Medical Services. 16.
Upon
returning to open session,
the City Council may take whatever
actions as they may deem appropriate regarding items
discussed in Executive Session including: A. Discuss, consider,
and act upon an Agreement for Ambulance and Emergency
Medical Services. 17.
Adjournment. Certification I certify that the above
notice of meeting was posted at City Hall, 200 W. Liveoak, Coleman Texas, and on the City of Coleman
internet website on Friday, January 13, 2023, at 5:00 p.m. and
remained so posted continuously
for at least seventy-two (72) hours preceding the scheduled time of said meeting.
